Add ability to refund purchases

Background:
Customers have commented on apps requesting a refund because either they are not satisfied or they purchased the app by accident.

Add ability to refund app purchases.

Benefit:
Greatly improved customer service. Many apps are relatively cheap, however on principal money is money and if a customer is unhappy they should be able to get their money back.

Samsung tells customers to contact us for a refund… and we can’t do anything about it. I think we should be able to initiate a refund, however I am thinking it would be very complicated, with all the countries and payment methods involved.
