Question - Website verification in Play Console

Hi guys, noob question…
I’m creating a dev account in Play Console and trying to verify a website, but using Google Sites because I don’t yet have a website.
I can’t seem to verify my Google Sites website, since Google Sites doesn’t accept HTML file or tags, and it’s mandatory for creating a dev account.

Anyone have any suggestions or similar experiences?
Did someone manage to somehow verify a website in Play Console without yet having a website?

I don’t know how the current process (and requirements) are for creating a new account. In my case (considerably old account) I use the github pages (for the privacy policy), give it a try.

This question would probably get more answers if you ask on stackoverflow, maybe it is already answered there

I believe in google sites, you can just paste your privacy policy and customize it as necessary.

Are you talking about a website to host your privacy policies? If so, I just use Google sites. If not, are you saying for new accounts there is a stipulation that you must have a website to even get a Google Console account now? Before it was suggested but never a condition.
