Are notifications possible on TV?

I and many others would love to be able to push notifications to Samsung TV’s. Unfortunately I have a mac with an M1 processor and a PC with an AMD Ryzen chip, both of which can’t run the emulators (great tooling here…).

Documentation seems to indicate that the Tizen.Applications.Notifications should be usable from the .NET model. My question is if there is anyone who can verify if creating notifications that will display over whatever the currently active application is actually possible?

My Samsung Microwave already creates notifications on the TV, but it seems like that is a protected API. Looking for any advise on how to get notifications to display on a Samsung TV.
