Can I Develop Tizen Apps for Samsung TV in China?

Hello, I am a developer from China interested in creating an app for the Chinese version of Samsung TVs.
I’ve noticed that many apps in the Chinese App Store appear to be Android-based.
Can I develop and publish a Tizen app for the platform, or am I limited to developing Android apps only?
