Can I use an application made in Flutter on a smartTV?

I intend to make a Totem with a smartTV that will be controlled by touch. And I would like to know if you have the possibility to use Flutter to develop the application. I will not depend on the internet and it will be statistical content. If the answer is no, the alternative would be HTML5, CSS and JS right?

Smart TV apps are web apps, You can get more information on this on the Smart TV overview there are many examples on that portal but many more on GitHub.
