So I click on “Mobile” and it says All things for Samsung Mobile. So where on this page is the SDK for a Samsung A70? what do I click on next to download the SDK for development using Android Studio 4.1? Also I’d love the SDK for an old Samsung S3 just for fun.

You can download Android Studio from THIS SITE Samsung mobiles run Android OS.
Only Samsung Specialized SDKS are on the Mobile main page. There is no A70 or S3 SDKs they are Android devices.
