if yes then how?
In order to provide Themes and Wallpapers you need to be a Theme Designer Partner, even for free designs.
This is a very stringent vetting process and few are selected. If however you want to try then I’d suggest you review this blog and other blogs here in the Samsung Developer Portal.
Next application time will be in July.

I’m confused by your question sorry… how can you earn money if the theme is not sold? Are you asking if Samsung will pay you to design free themes, if so, they don’t. No sales, no $'s.
