I am trying to develop Galaxy Watch with Flutter.
Is it possible to develop both receive/transmit using BLE?

Tizen based Galaxy apps are no longer being published. If you wish to develop apps for Galaxy Watch4, 5 and upcoming Galaxy Watches you should develop using Android Studio and the latest version of Wear OS.
Wear OS 3.0 will be required in August by Play Store
