why Samsung’s implementation of the Android camera framework denies third party developers access to some feature that are available in the native Samsung camera app. This includes high-speed framerates such as 60fps, 120fps and 240fps
And what is the solution to get around this problem? (get camera preview with 1080p@60fps in my app) thx

I think it is a policy question you are asking. There is no announcement about it anywhere I found.
But as far I know Samsung does not allow many features to its 3rd party developers like tele camera, sometimes depth camera and FPS restrictions.
