I can install app first time on Samsung TV fine, but on the second time, it gives me this error.
Every time I have to delete the app from Samsung TV.

Did you resolve this or are you still having failures trying to uninstall the TPK.

No not resolved.
I delete the app manually every time from the device and install again in order to work.
That is really the best way to do it anyway. I don’t know about Smart TV but I know with other devices cached remnants can make things appear buggy when they are not.
You can report this as a bug if you feel it is serious enough to get more attentions. First look for an answer in the FAQ-Q/A under the most appropriate topic on the Smart TV Seller Office site (I didn’t see one)
If you don’t find a solution there then sign in and open a Smart TV Seller Support Request . They can help you better there.
