I do not know how report bug and use this forum.
Maximum lenght of short description for Thai language is 80 (not 240) for update via Developer API.
Looks like a bug.

The maximum length of 240 for the short description is referring to bytes, not characters. Each Thai character uses 3 bytes. If you are referring to the number of characters, 80 Thai characters equals 240 bytes.
So I have to keep in my mind bytes per symbols for all langauges?
I think this is not good idea.
