The "native" option cannot be used as a server. How to listen on a TCP

I want to develop a Samsung TV application, but the native version cannot be used. It shows the error message “Native apps cannot be installed on the TV with disabled intershell support”. I would like to ask how to solve this problem. Is there any other way to listen to a TCP port and send some UDP packets? I saw that the web extension has a Tizen sockets extension, which might be able to achieve this. However, it only supports up to Tizen 5.5 (2015). Further searching revealed that .NET TV is also an option, but it only supports up to Tizen 4.0 (2018). None of these can meet the requirements, as we still have many users from 2015-2016. Is there any good method that can both listen to the port and be compatible with users from before 2018?
