Hello! Due to Samsung Galaxy Store retirement from UDP , my goal is to submit a new binary directly to Samsung Galaxy Store. But it seems that it is not possible to add new binary , all the upload buttons are disabled. Migration guides says “Upload the repacked build directly to the Galaxy Store Seller Portal” and thats it. Could someone please pinpoint me how to do it ?

There is a notice in the seller portal
Based on the Step 3, you need to reach out to Seller Portal Customer Service channel in order to update your apk.
