Cannot change country

Hi, I’m trying to register an account to publish apps, but the country is stuck to USA. I saw lots of people have the same issue so I tried sending a ticket.

I cannot send a ticket because I get this error


If I use the general “contact” button, it takes me to a page where there is support for phones and other consumer products. I am a developer.
Help?

The country /region in your Samsung account profile determines the country/region in your Seller Portal profile.

If you have not completed your Seller Portal account registration, update the country/region in your Samsung account profile and then complete your Seller Portal account registration.

If you have completed your Seller Portal account registration, you will need to delete your Seller Portal account, update the country/region in your Samsung account profile, then re-register for a Seller Portal account.
