A chronometer is a highly accurate watch and as such Samsung Galaxy Watch 3 is a chronometer. It gets the time from the internet not from springs or electronics. Galaxy Watch Studio is a design tool to create watch faces and you can design a watch face that has the looks and features of watches
A Chronograph is a stop watch type of functionality and you can not create that using Galaxy Watch Designer. You would with Tizen Studio and they have examples of that so they would be relatively easy to make. Or you can download the functionality from the Galaxy Store.
