Second arm start-end issue

hi all, i want to design second arm rotation like up

I tried from settings, it didn’t work

I would personaly use an image Layer and make a formula for the angle .It looks to me like your Arc is 240 degrees . So I would do something like (([SEC_MSEC])*4) you will have to input the correct start angle which is probably 240 . I hope this helps . Please check the Tag my memory is not that good .
