Seller Portal says I do not have permission to register an application

After the watch face binary has been uploaded, I receive the following message:

“The binary cannot be registered. You do not have permission to register an application to the Watch faces category. Apply here.”

The problem I’m having is that when I click that Apply “here” link, it leads me to a page where there is a bunch of information but no way to apply for anything that I can find.

I don’t want to submit it to the play store, I want to submit it to the Samsuns Store.

Why isn’t this working and how can I submit my watch face to the samsung store?

The Samsung watch face store has closed only existing faces are available and nothing can be uploaded or updated.

You have to publish on Google Play Store now.
