I am trying to use a watch hand to point at a battery level, so the level is 1/3 circle (think 5 to 7pm) and want the watch hand pointer to go from 5 to 7 as 100% to 0%
Does this make sense?

Look at how it is done on the complication > Analog battery and scale it to what you want. It is basically a small watch hand that starts and stops at angles.

If you wanted it to show 100% at 5h and 0% at 7h, I guess you would have to set the hand to rotate counter clockwise and turn 0 times and 60 degrees from pivot angle 210 degrees.
