What is the updated process for adding an API

using the developer docs, the option to add an API key has either been moved or removed. Trying to add weather to a watch face

I have submitted a request for Watch Face Studio to allow for a 3rd party Weather API like was available in Galaxy Watch Studio. But I don’t know if they will ever do that users are encouraged to use the Weather complications

What weather complications? Can you point to them? I see no options at all for weather complications in WFS 1.5.7.

Not in wfs. U have to add a complication slot. Then set complication of your choice on the watch. Via customization or wearables app

Meaning user defined complication, not wfs designers complications.

The only complications are “UV Index”, “feels like temp” and “sunrise and sunset”

Complications were broken for a couple months and may not be there for you yet but all the Wear3 watches should have them very soon. I got my update last night.
