I’m trying to add a new free app, however the site thinks that I’m trying to create a paid app.
Someone can help me?
You can create a free app but you must be a commercial seller to upload anything for Android (except Themes). This policy went into effect December 1st 2022 see this notice

While there is no exceptions, you have to be a commercial seller. There are a few exceptions for example in a war zone where they may waiver the DUNS required verification.
