Welcome to the Samsung Developer forum! If you want to distribute a free or paid Android app in Galaxy Store, whether you’re a private or corporate seller, you must have commercial seller status.
Seller Portal started requiring a DUNS number in 2022 (see Change to Android app seller policy). However, if you cannot get a DUNS number in your country, contact the Seller Portal team to find out what your options are.

To contact the Seller Portal support team: from Seller Portal, click Help > Contact us, then click Contact us at the Customer Center (near the bottom of the page). If a pop-up with “Did you mean samsung.com?” appears, close the pop-up.

I tried following the instructions in the Commercial Seller Request link for private sellers, but right away, when I clicked the “Request Corporate Commercial Seller” button, a pop-up appeared informing me of the need for a DUNS Number and asking if I wanted to submit my DUNS Number. When I clicked the “no” button, the pop-up closed, and I wasn’t given any other options to fill out the information to request Commercial Seller status.
Then I stay in this endless cycle.
How do I proceed?

I noticed my country is incorrect on my profile. I tried to change it on my Samsung account, but it didn’t allow me to.
Should I also inform the contact you mentioned?

The country /region in your Samsung account profile determines the country/region in your Seller Portal profile. You will need to delete your Seller Portal account, update the country/region in your Samsung account profile, then re-register for a Seller Portal account. Note that you must delete your Seller Portal account, otherwise you will not be able to update the country/region in your Samsung account.
To delete your Seller Portal account, go to your Seller Portal profile, scroll to the bottom and click Edit, enter your password, scroll to the bottom of the page again , locate the “Withdraw Seller Membership” section, and click here. Follow the prompts to withdraw your membership.
To change the country/region in your Samsung account, go to your profile, click Edit personal information, and click > in the country/region field to update it. Note that you can only modify this field once every 180 days.
After updating and saving the country/region in your Samsung account, re-register for a Seller Portal account.
But I already have apps published in the store on my account with several active users. What happens in this case?
In this case, you will need to contact the Seller Portal team and ask if it’s possible to update the country without deleting your Seller Portal account.
