Does the "DEV" "Samsung Checkout" actually charge the credit card?

Samsung Checkout has 2 environments (Production and Dev/Staging):
“Operating Zone (PRD) for live production applications”
“Staging zone (DEV) for development and testing”

There was “dummy” flag for the Dev environment, that allowed you to skip entering any payment info, but that functionality has or will be removed. No where on the Dev environment does it say it will not charge the credit card, but it says for development and testing.

Can anyone confirm that payments made via Staging/Dev do not charge the card?
