Samsung Health is currently not available for Developer Partners so you can not access that information directly. Samsung Health is an algorithm to determine ECG it does not have the sensor data.

You need to access the Watch Sensors directly and create your own algorithm. I think there are example codes on GitHub and the sensor API is well documented. You can then create a companion app for mobile device.
