How to let a user choose a background image?

I’m using ‘Complication > Photo’ Image. When I export to the watch and go into “Wear > Customize”, there is a Complication tab for it but I I cant choose an image. It just says:
Basic …
None (with a circle)

I can’t click on the circle to choose an image. Am I missing something?

My understanding is that there are no Photo Image complication provider implemented yet. It is included in WFS for future use if anyone creates a Photo Image complication
