Indeed, it is an operation intended for convenience. Because the watch face updates the screen every minute in always-on mode on the device, the preview of the WFS emulates the time in always-on mode to pass quickly.
If you check the timeline part in the WFS (red arrow of the capture), it will help you understand the mechanism. This led you to mistake the minute hand for operating in seconds instead of the second hand, but it will operate normally because time flows normally on the device.
What you need is to make the second hand invisible in always-on mode. Please refer 6th FAQ.
