can I access data from Samsung health if my phone is in developer mode, or is it only allowed to use the SDK without data access?

Up until about a year ago you could use Samsung Health SDK for personal use in Developer Mode with developer partner permission. Then apply for a full partnership for distribution of your app. However developer partner applications has been temporarily been closed.
Please submit a support request and the Health Team will send you a notification once the developer partner application is available again.
