Is there anyway to remove remove the scroll bars within the application. I maximized the app, but I still have to scroll to view the full watch face/properties in either window.

For the Properties tab, there’s no such option but you can minimize the the property components (e.g. Rotation, Placement, etc.) to get the full view of the Properties tab.
Regarding your watch face view, just hold down the Ctrl button and scroll the up/down to maximize/minimize the watch face view.
