If you want to get started with game development than I highly recommend using these programs

  • Unity (Most Popular Game Engine)
  • Blender (3D Modelling & Animation)
  • Gimp (Graphic Design)

Now before diving head first into Unity, I recommend you learn the programming language they use being (C#) as this is what is used to write all the game logic.

Note that you can’t use the most recent Unity. The last version with Tizen support is Unity 2017.2.5.
