Week number according to the ISO-8601 standard, weeks starting on Monday. The first week of the year is the week that contains that year’s first Thursday (=‘First 4-day week’).

This localization issue comes up every so often and this is one of the years.

ISO- 8601 is the standard for accounting. As noted in your screen shot, ISO 8601 is not the only week numbering system in the world
The week of the year it depends on the country’s Calendar. Some use the week of the year with 4 days of the year in the week, (Europe for example) Some use the week with January 1st in it (Americas and Korea) There are other Calendars in the world.

GWS only reads the information from the Library If you were to change the Default language from English (America) to German (Germany) the number would be 31.

Its august. There is nothing going to be fixed on the GWS side.
To have correct week number shown in each country, you have to check the select all languages in the settings of the digital clock field and allow them being used.
