OK, figured it out. For those still playing with this, here’s how I did it on a PC:
1 - First make your sweep. I got Paint.inc. Cost’s $10 but it’s probably worth it. Any other simple graphics app will work but this was easy to use.
2- Open that up and, on the left side, you’ll see a menu list. One icon is a small blue square. Hover over it and it will say "Gradient. Select that.
3- Use that to make a gradient with black and whatever color you want your sweep to be. Make sure the gradient is on the left because this will be your radar sweep going clockwise. Make it vertical along the right hand side of your page with a wider portion on top and the bottom coming to an end in the lower right corner of your page. This is what you sweep will look like on a black background or whatever colors your choose. I chose blue on black as easiest. It took some fiddling to get it how I wanted it so play around until you can work the image.
4 - Once you have this simply make a screen grab of the junction of black/blue at the top straight down to the bottom of the page using Shift/Windows/S like this. About half the page. You can use the whole page but you don’t need it and it gets awkward to use. Or steal mine!
5 - Now you have your sweep. Save that as a JPG somewhere you can find it. I put mine on Desktop. Then open WFS and open your base for your watch. It should be black unless you change it. Select Add Component>Analog Hands> Seconds> and then pick your image. It now becomes a second hand which gives you your sweep.
6 - Adjust it to fit your face with the pointy end on the center. I had to reduce the image to get it right. Make sure you move the pivot point of the image to the center of the watch face so it rotates properly as a second hand and keep this as your bottom most layer. And there you go! It will move as a second hand on your Run watch face when you move the time slider. Also set Movement Effects in Properties to “Sweep” to get the smooth movement.

Any questions just drop me a line. I’m sure there is more than one way to do this but thinking of it as a second hand with a black background and adjusting the pivot to fit worked for me.
Have fun! And much thanks to russellcresser for his help and patience.
