How to get approval for Samsung health partner app

How are we expected to be able to develop if we need a partnership first? I’ve read documentation that says we need to become a partner before we can develop locally, but contradicting documentation that says we need a working prototype before we can apply for becoming a partner. Which is it?
Samsung uses partnership a lot and each partnership is different.
There are two Samsung Health Versions one is for Tizen Smart watches and the other is for Android based Smart watches.
The Android Platform Galaxy Watch4 uses the Android Wearable API and there is no need for Samsung Health There is a premier partnership which is for already established Health and Fitness businesses not developers.
The older Tizen platform for Galaxy Watch3 and older Samsung Health SDK is downloadable and can be used. However you need a unlock key for your device to run on device and that was through a developer partnership. This developer partnership has been suspended since early 2020 either it is a big coincidence or because there are stronger health regulations due to Covid 19. In any case that developer partnership is suspended. There is a second Health partnership and that is to market Samsung Health apps and in order to do that you have to have developed an App and successfully marketed it.
Bottom line. Develop an Android Health app, market it and then you can request a Samsung Health Premier Partnership.
