Change to Seller Registration Requirements

For my country we pay 20% tax of every sale! So they get enough from every developer! This situation it’s not normal! They kick of people like trash! 12 years Samsung get there 30% percent from my work ! My country get 20% from my work! We are used!

I was being sarcastic because the correct thing to do is pay taxes like all honest people. Yes, i would love to pay less. People in most countries pay taxes on income. If you only pay 20% you are very lucky because that is low. I am thankful that Samsung has given me the opportunity to participate.

They just changed the system on Thursday and they may be overloaded with DUNS numbers being added or their may be a hiccup in the system. If you continue to get this error on Tuesday please go to Help > contact us and submit the issue there.

For the most part this policy only hurts frauds and scammers and yes it was most assuredly was designed to do that. Most legitimate sellers can always sell on Play Store.

@teyri You are the one exception that I have seen who has a legitimate reason to only sell on Galaxy store and has a legitimate product.

Hey i am not a scammer or a fraud but this policy change hurts me! do you seriously expect for all independent developers to start companies just because this is the only store in existance that requires a duns number. Also it is not even remotely simple to do that where i live.

Is anyone else getting this error? I’m entering a legitimate DUNS number, but it’s failing.

Apple Store Requires a DUNS number for sellers.

I expect most legitimate Android sellers can still sell on Play Store.

Those that can’t sell on Play Store bring to question my belief that they legitimate developers and not just ad ware or other scams.

Our company has a D-U-N-S number registered when we apply for Apple developer account as a business. This number was verified successfully by Apple but gets an error from Samsung when we submit it.

Technical problem aside, I want to raise that D-U-N-S availability and pricing is different country by country. In the US it is some small fee but in my country (Vietnam) we have to pay for a 3-year plan for almost $900 (~$300 per year). A 5-year plan costs almost $1400 (~$280 per year). It will discourage the smaller developers.

Regarding the seller portal error in submission I talked to the store ops team and they think they know what is triggering it and if they are correct they should be able to fix that quickly.

That is the price to be a D&B client I don’t think that is the cost for the DUNS number. You should be able to get it cheaper if not free. I will ask about that.

I understand this is going to discourage smaller developers from publishing on Galaxy Store. They will need to publish on Google Play Store. My feeling is that if someone only is publishing on Galaxy store and avoiding over 90% of the market it is because they are doing something that Play Store doesn’t allow and we should not allow.

Hi, actually here in Vietnam we do not get any information about ability to purchase individual services like you mentioned, they offer it as multi-year packages which includes the D-U-N-S number itself and some certification/digital signature (DRS).

In Vietnam and some other South East Asian countries, the D&B branch was acquired 100% by CRIF (hence the name “CRIF D&B” here), so it seems you cannot apply the same pricing practice in the US to other countries (this is not D&B pricing practice anymore but CRIF pricing practice). Is there any guide (step by step) to verify DUNS number ?

Now that the D-U-N-S number verification problem is fixed, I am facing other issues.

Not every country uses a ZIP code system. This data field was transferred from D&B side so I cannot edit it.

Also, Financial Information is required in this form even though we are just trying to publish a free app. I think it should be skipped during registration and required only when we want to publish commercial app.

Moreover, I would suggest to remove restriction between account holder name and company name, at least for certain countries. In Vietnam the business license contains the name with Vietnamese accents but bank account holder name does not contain accents. So something like “Công ty” will be written as “CÔNG TY” in business license but “CONG TY” in bank account holder name. If I try to write the name in business license the same as in bank account holder name just to have them matched in your form, it will be harder for you in reality to use these info as reference material.

Similar situation here:

Representative’s Name cannot be left blank. But this information came blank from the DUNS number and I cannot edit it.

Currently the Seller Portal’s DUNS system is under maintenance I hope that this is one of the things that is being fixed. It looks like it won’t be completed until Monday. If there isn’t a simple way to verify it at that time please open a Help > Contact us request and also post here so I can look into it.

I think they are calling it the DUNS seal. I think that is what I was calling the D&B client. There are some other sellers in other that also seem to be in the same situation as Vietnam.

I’ll mention this to our operations team and see if they have any idea. The last I asked they didn’t seem to be sympathetic to a company that couldn’t afford the yearly fees.

Vietnam has a postal code I think they are pretty much universal. I don’t know why yours wasn’t transferred this may be part of the system that is under maintenance

As of December 1st all Android sellers were made commercial sellers. If you want to sell as a free seller you need to sell via Google Play Store or one of the APK download services. This change was done intentionally because commercial sellers have more liability for their product.

International laws require the business names and locations be public and in English

You need to ask these questions in the Seller Portal Help > Contact us request. However I can tell you that the forms are designed by the legal department that specializes in international commerce and It probably isn’t going to change quickly if at all.

I wish I could be of more help, I understand the issues I applied to be a commercial seller myself and was rejected twice for silly things like not including my middle name.
