With Tizen 5.x and newer the connect via Smart Phone and Bluetooth is no longer supported. You will need to connect the Smart watch and computer via a common Wireless connection. You can use your Smart watch as a hot spot for both the computer and watch (no data is used for this) .

Short answer is Yes but an explanation make clarify it.
Tizen 5.x does not work with SDBoverBT Watch3 and Active 2 run Tizen OS 5.5
Galaxy Watch4 is based on Wear OS Powered by Samsung an Android based operating system and it requires Android Debugging Bridge and I personally have only been able to debug that with WiFi . In theory it should work but I think that is with Wear App paired mobiles and not Samsung Wearable App connected devices.

Have the same issue. Galaxy 5 pro watch. Cant connect to the studio. Ive enabled developer mode, set debug on watch and set debug on phone.
When i connect usb from phone to pc, it connects, but i cant connect my watch with ip, nor find it, it just wont show up. Restartet the watch and phone, pluss pc several times. My pc is a samsung 3 360. How can I solve this. The rsa key is never showing up, but the sdboverbt is on the phone, but it wont connect to anything BT disabled. socket disabled. SDB Port 0, GDB port 0. Any possible solution on this?
There are two issues. First and foremost
Galaxy Watch Pro5 is Wear OS and you use Watch Face Studio to develop for Wear OS based watches
Second Issue
Since Galaxy Watch 3 and newer Samsung has removed the ability to debug over Bluetooth
Unfortunately you can’t “import” your old GWS projects into WFS only the images and fonts. Generally is is much better just to start a new project.
With a lot of limitations you can convert the tpk binary to the Android Bundle file and install it but again that means no health complications.
Hope this helps remove some frustration. Watch Face Studio is similar enough you can understand it but how things work on Wear OS are so different be sure to come here for help.
However the information to Test on Phone is entirely wrong as no Wear OS 3 devices Samsung or Other brands can debug over BT any longer, it is a security issue.
