Your application contains code that may put the user, their data or device at risk and/or
Your app doesn’t deliver on its promises to the user.

I got my account back. I need to republish all my apps (they are in my account, just need to be resubmitted for review). They didn’t tell me what the mistake was, so I’m afraid to publish anything again. Maybe it’s better if I make companion apps without links?
From my point of view, if they re-enabled your account perhaps because it was their fault, although I wouldn’t swear to it given Google’s behaviour.
Unfortunately they didn’t tell you where the problem was, whether in the watch face (as per the version code on the suspension email) or in the companion app and therefore it’s difficult to give you advice.
Please, if you don’t mind, can you share exactly all the steps you took to get the account back?
Have you tried connecting to your account via VPN? In the past, I read that Google suspended several accounts with the same reason they gave you because they were connecting via VPN.
Our console does not work without VPN. But my VPN is not public. Only I use it and also use proxies that imitate my geolocation. For more than a year this scheme worked as it should.
I also got this statement from Google last week. I couldn’t download any voucher codes for two days. Goolgle Support said I should end VPN, but I do not use, and Google Support said I should never use VPN. After two days I was able to download codes, but nobody could tell me what it was.
